ATLANTIC CITY – State gaming regulators have imposed their largest sports betting fine to date against PokerStars for accepting more than 200 bets on prohibited events.

The online gambling company, formally known as TSG Interactive US Services Limited, was fined $10,000 by the state’s gaming enforcement division on April 12 for violating sports betting regulations. The two parties agreed on the terms of the settlement, according to the public document.

According to DGE documents, PokerStars received 216 bets on November 19 totaling $2,756.89 in the Rutgers University men’s basketball game against Eastern Michigan University. The company also accepted black bets on the Monmouth University vs. University of Pennsylvania men’s basketball game, which took place on December 31.

State sports betting regulations prohibit bets on group events involving teams playing in the state or events taking place at in-state venues. New Jersey is the only jurisdiction with legal sports betting to prohibit such bets.

Before the start of the college basketball season, DGE Director David Rebuck said this email was distributed to sports betting operators in the state to remind them of the rules.

Reebok said organizers were aware of an upcoming basketball tournament, the Boardwalk Classic at Jim Whelan’s Boardwalk Hall in December, that prohibited betting even though seven of the eight participating teams were from outside New Jersey.

Former Senator Ray Lesniak, who shepherded the original rules for sports betting in 2011 after voters approved a ballot referendum, said he regretted including the ban.

Lesniak said it is necessary to incorporate language prohibiting bets on New Jersey collegiate teams and events played in the state to lessen concerns held by some colleagues in the state legislature.

He said some of his colleagues were concerned that sports betting on school games would affect the integrity of the game.

“I strongly disagree,” Lesniak said. “If it doesn’t affect the integrity of professionals, it won’t affect college students.”

Lesniak said he wanted to see the issue on the ballot and let New Jersey voters decide. However, he doesn’t think “there’s an appetite for it.”

“Having bets in places where they can be monitored and seen is more effective in finding unusual betting patterns and thus maintaining the integrity of the game,” he said.

The ban allows overseas odds manufacturers, who operate illegally, to offer games outside the scope of the regulatory framework, said Dustin Joker, senior sports betting analyst at PlayNJ.com.

“I think the message is contradictory,” said Joker, who said the market’s transparency would be improved by legalizing the game.

“I’d like to hear what anyone thinks they’re doing with the ban,” he said. “There’s a lot of work at Rutgers (and other New Jersey teams) out there that you don’t know about.”

Lesniak said that while he disagrees with the ban, he refuses to exempt operators from betting.

“They should be fined,” he said. “Rules are rules and we have to follow them whether we like it or not.”

Although it is not the first penalty imposed on the New Jersey sports betting operator, PokerStars is seeking the largest penalty yet. Caesars Entertainment Corp. was also fined. and Golden Nugget Atlantic City and Resorts Casino Hotel by DGE for accepting prohibited bets on sporting events involving Rutgers and Princeton University. Each prior violation resulted in a $2,000 fine or forfeiture.
